Silks and such were hard to repair on campaign, but still expensive so soldiers tended to try and save the bottom half of pants or sleeves if they got cut and torn. There was lots of different ways to try and salvage them:

You could tie it up with a ribbon, or hastily sew it back on but decoratively like top row forth from the left is, or just stuff it in your boot like the guy above does.

But since the era was a gigantic fashion duel between mercenaries the booty shorts look became it’s own thing (also it was cheaper so very practical for other reasons).
